Details

When a user connects (or the map changes?), the following errors appear in the hlds log:

ERROR: couldn't open custom.hpk.
...
Creating HPAK custom.hpk.
ERROR: couldn't open new .hpk, check access rights to custom.hpk.

The user that hlds runs under has write permission to the directory where custom.hpk belongs, so it doesn’t actually appear to be a permissions issue.

I created an empty file (touch custom.hpk), but that results in the following message:

custom.hpk is not an HPAK file

On the client side, I deleted the custom.hpk file, started Counter-Strike, created a local server, and then exited. This resulted in a 6.4K (empty?) custom.hpk file that I uploaded to the server. I think this will fix the problem.
